He created something I've always wanted to do.
Tip: usually military bases have air raid sirens, so here is a simple, 5 piece "Carter" raid siren:
The motor base will be a 1x1 brick with 2 studs on either side
On those side-studs, the rotors (2 2x2 rounded plates and 2 2x2 round tiles
(Carter ARS for example: brclip.com/video/CHO-yI-0JfY/video.html )
